jon eba1db0ece Dark purple menu surfaces instead of gray ...

Add @menu_bg (#2a1d33) and @menu_border (#4d3461); point menus,
popovers, and the Whisker menu at them. Tooltips/menubars/cards
stay on the gray surface palette.
